Blackburn designed a complex system that pumps water from San Francisco Bay and sends it through portable high pressure hydrants, which saved the Marina District after the 1989 Loma Prieta quake.
The fault, which is part of the San Andreas Fault system, produced two 6.2-magnitude earthquakes last century.
